A: Dr. Watson is the flat character, because Dr. Watson in the Sherlock Holmes series, as a character, is not typical but particular. Though incapable of development, he is somewhat particular to detective novel. When we meet a doctor in another novel, we would not expect him to be someone who is innocent and interested in detective work, like Dr. Watson in the Sherlock Holmes series.
